1	Fleet manager logs on to the internet or launches software based tracking software
2	The fleet manager's computer send a message to the satellite base station using the internet requesting a GPS location or passing a message to a driver.
	The GPS updates can be set automatically to record vehicle history
3	The satellite base station transmits the request to the satellite orbiting the earth
4	The fleet vehicle receives the message and send an acknowledgement back up to the satellite.
